Panel customization
The root entry exports DATA_VALIDATION_PANEL for overriding the built-in panel, and DataValidationPanelService for coordinating its state. Resolve the service through Univer’s dependency injection container. It exposes isOpen / open$, activeRule / activeRule$, and open(), close(), and setActiveRule().
